Meet William Bland Allen III

With more than 45 years of experience William “Billy” Allen is a sixth generation lawyer in a long line of family lawyers and judges who have practiced law in the state of Virginia for more than 250 years. He is licensed to practice in the U.S. District Court for the Western District of Virginia. 

“As a child, I witnessed the hard work and passion that both his parents had for the law, his father as a criminal defense attorney and his mother as an assistant to Justice Douglas of the U.S. Supreme Court. I joke that sometimes, it felt like I grew up in the Supreme Court.
I tried to deny my calling as a lawyer for a few years and was planning on pursuing a career in medicine, when my dad said something that has stayed with me through the years, “The community needs lawyers who are willing to represent people in their most difficult times.” When I realized how my talents could help people through some of the most challenging points in their lives, I knew I had found my calling. I wanted to bring competence, expertise and understanding to help people navigate the judicial system.

After law school I was appointed to represent many indigent defendants on a variety of cases, from breaking and entering to arson and murder. I was privileged to join my father’s practice in 1973 and enjoyed working and learning from him until his death in 1979. I tried and won my first criminal jury trial 10 days after passing the bar exam.

Stephanie K. Burgin, Paralegal

Stephanie K. Burgin was born and raised in Shenandoah County, Virginia. She graduated from Laurel Ridge Community College and later attended Old Dominion University. 

Stephanie began her legal career at the Shenandoah County Circuit Court as a deputy clerk, where she went on to become the Criminal Division Supervisor for two years, working with various judges, attorneys, and law enforcement agencies.

Stephanie joined Allen and Allen, P.C. as a domestic and criminal law paralegal in 2021 and is a member of the Virginia Trial Lawyers Association.

Stephanie resides in Woodstock, Virginia with her husband and two beautiful children.”

Kimberly D. Evy, Paralegal

Kimberly D. Evy was born and raised in Shenandoah County, Virginia. She attended Kaplan University and later Laurel Ridge Community College.

Kim always loved working in the legal field, starting her legal career in 1999 in Woodstock, Virginia. Kim has worked for several Shenandoah Valley law firms and gained decades of experience in criminal law, civil litigation, family law, estate planning, real estate law, and with the Commissioner of Accounts.

Kim joined Allen & Allen, P.C. initially in 2004 and is a member of the Virginia Trial Lawyers Association. She is a team player with meticulous attention to detail in her work.

In her free time, Kim enjoys gardening, camping with her husband, and spending time with her three daughters and family.
